The inaugural MotoE season will remain at six races but has been compressed to four race weekends after the fire which destroyed every one of the electric motorcycles.
Dorna, which runs MotoE and MotoGP, had already confirmed that the original first round at Jerez on May 3-5 had been cancelled.
The next scheduled round, at Le Mans, has also been dropped, with the series to now begin at the Sachsenring on July 5-7.
Spielberg and Misano, the latter of which had already been made a two-race round, remain on the calendar.
MotoE will now finish its 2019 season at Valencia with a second double-header in mid November.
There will be a test at an as yet unconfirmed European circuit in June.
Dorna has preliminarily advised that a short circuit caused the fire in the dedicated paddock area at Jerez, although a full investigation by local police is ongoing.
